Billion-Dollar Coral Losses vs. $11 Billion Market: How Maldives Can Turn Ornamental Fisheries Crisis into Opportunity
The ornamental aquarium fishery of the Maldives is one of the country’s longest-running specialised marine export industries. Beginning in 1979 as a small-scale, exclusively export-oriented trade, it has remained entirely dependent on wild-caught marine reef species. Unlike many regions that have developed extensive freshwater aquaculture for the aquarium trade, the Maldivian sector relies solely on the collection of colourful coral-reef fishes and invertebrates from natural habitats. Strict government monitoring, licensing of operators, and species-specific quotas have governed the fishery almost from its inception, aiming to balance commercial opportunity with resource conservation. Today, as the global ornamental fish market is projected to exceed $11 billion by 2030–2032, this modest industry stands at a crossroads. To capture a meaningful share of the expanding market while reducing pressure on increasingly stressed wild reefs,and to address the severe livelihood losses already suffered by collectors the Maldives must urgently develop coral farming and sustainable pisciculture (aquaculture).
History and Nature of the Fishery
The ornamental aquarium fishery commenced in 1979. Early operations focused almost exclusively on exports to Sri Lanka, which served as a regional intermediary and re-export hub. Over the following decades the trade expanded to direct markets in Europe, the United States, and the Far East. Collection methods have centred on non-destructive techniques such as hand nets, scoop nets, and SCUBA diving. Destructive practices, including the use of moxy nets that damaged coral, were progressively restricted or banned.
Throughout its history the fishery has remained small in both volume and economic scale. Annual exports have typically ranged from 200,000 to over 400,000 specimens in recent decades, generating Free-on-Board values in the low-to-mid hundreds of thousands of U.S. dollars,commonly between approximately $390,000 and $700,000 depending on the year, exchange rates, and the precise classification of live fish. Major destinations continue to include Sri Lanka, the United Kingdom, the United States, and various European countries. Popular species include anthias, wrasses, surgeonfish (tangs), blennies, dartfish, and a limited number of invertebrates. All are taken from coral reefs, lagoons, and rubble habitats.
Management has been a defining feature. The government has imposed species-specific quotas based on vulnerability and abundance, required licensing of vessels and holding facilities, mandated logbooks and catch documentation, and periodically reviewed regulations. A formal Marine Aquarium Fishery Management Plan, most recently updated in 2020, applies precautionary and ecosystem-based principles. Coral export itself has long been prohibited. Despite these controls, the fishery remains fundamentally extractive and therefore vulnerable to the health of the underlying reef ecosystems.
Growing Pressures on Wild Resources and Livelihoods
The continued viability of wild collection is under severe threat. Climate-driven mass bleaching events (notably 1998 and 2016) have caused severe, though sometimes recoverable, losses in coral cover. More permanently damaging has been large-scale dredging and land reclamation for housing, ports, resorts, and claimed climate adaptation. Sediment plumes smother living coral, block sunlight, reduce larval settlement, and create chronic stress that compounds bleaching impacts. Direct burial of reefs and seagrass meadows permanently eliminates habitat. Scientific studies have shown that reefs adjacent to reclamation sites suffer significantly greater coral decline and sand deposition than control sites
These pressures are especially acute in Malé Atoll (Kaafu Atoll), where much of the early and ongoing ornamental aquarium collection has historically been concentrated. Large-scale projects such as the multi-phase expansion of Hulhumalé, Gulhifalhu, Rasmalé/Fushidhiggaru and related works have made collection increasingly difficult, and in many areas nearly impossible. Ornamental fishing is highly selective and visual: collectors use SCUBA or free-diving with hand or scoop nets to target specific colourful species while leaving non-target animals. This requires clear water with good visibility, intact coral-lagoon-rubble habitats supporting high densities of desired species, and accessible shallow-to-mid depth sites.
Persistent sediment plumes from industrial trailing suction hopper dredgers travel kilometres with currents, turning once-clear water murky for extended periods. Divers and operators regularly report dramatic drops in visibility near active dredging zones. Satellite imagery has documented plumes blanketing large parts of North and South Malé Atoll, affecting areas far beyond project boundaries. At the same time, direct reclamation buries or excavates productive reefs and shallow lagoons, eliminating the complex structures that provide shelter and feeding grounds. Seagrass meadows and rubble patches are also lost. Noise from the dredgers further disturbs marine life, driving fish away from traditional grounds. Cumulative effects over more than 20 years around Hulhumalé have degraded well-known sites such as Banana Reef and surrounding areas that were once productive for both diving and collection.
The national ornamental sector employs fewer than 100 people directly, with a notable historical concentration in the central atolls including Malé. For collectors based in or operating from Malé Atoll, the loss of accessible, productive sites has translated into sharp reductions in catch and income. When visibility is too poor or fish densities too low, they cannot meet export orders or maintain consistent supply. Holding and packing facilities that depend on regular deliveries of healthy fish also suffer. Many operators who once earned a viable living have seen their earnings collapse. Some have been forced to abandon the activity entirely, becoming effectively jobless in this specialised skill set or shifting to less reliable alternative work. Dive centres in the same atoll have suspended operations at multiple sites for identical reasons,murky water, noise, and depleted marine life,providing parallel evidence of the disruption. Bait fishermen using similar shallow lagoon habitats have publicly complained that reclamation has destroyed traditional grounds and driven away baitfish. Ornamental collectors face even more acute problems because their work demands clearer water and more intact reef structure.
These local livelihood losses occur against the backdrop of an already modest national industry. The destruction of collection grounds in the most accessible and historically important atoll therefore hits the sector disproportionately hard. While some collectors may attempt to move to outer atolls, transport costs, licensing constraints, and the limited number of viable alternative sites restrict this option. The result is concentrated hardship: reduced or zero catches, lost income, and, for many, the practical end of their specialised occupation.
The Global Market Opportunity
Against this backdrop of ecological degradation and human cost, the global ornamental fish market offers substantial potential. Recent valuations place the industry at roughly $5.9–7.5 billion, with projections indicating growth to more than $11 billion by 2030–2032 (one widely cited forecast reaches $11.3 billion by 2030). Demand is fuelled by rising middle-class incomes, the popularity of marine aquariums, and preference for colourful, exotic species. Marine ornamentals command high unit prices and form a high-value segment of the trade.
Maldives’ current contribution remains marginal. Expanding wild harvest to meet rising demand is neither ecologically feasible nor consistent with the country’s conservation-oriented management approach, nor does it address the job losses already occurring in Malé Atoll. The logical response is to transition toward sustainable production systems that can supply the market without further depleting wild reefs and that can create new skilled employment.
The Imperative for Coral Farming and Sustainable Aquaculture
Coral farming (coral aquaculture) and marine ornamental pisciculture offer complementary solutions. Coral farming involves the controlled cultivation of coral fragments or larvae for both reef restoration and the live-coral aquarium trade. Existing initiatives in the Maldives,resort-based coral-frame nurseries, partnerships focused on rapid growth of resilient genotypes, and portable land-based larval production systems,demonstrate technical feasibility. Scaling these efforts commercially would generate exportable live coral while simultaneously restoring degraded reefs, enhancing coastal protection, and supporting dive tourism
Parallel development of hatchery-based aquaculture for ornamental fishes is equally essential. Advances in recirculating aquaculture systems, broodstock management, and larval rearing have made captive breeding viable for many formerly wild-only species. Establishing local hatcheries and grow-out facilities would enable the production of consistent, high-quality, disease-controlled fish that meet the preferences of environmentally conscious buyers in Europe and North America. Captive-bred specimens typically experience lower transport mortality and can command premium prices. Such an industry would create skilled employment,particularly valuable for former wild collectors in Malé Atoll and for communities in outer atolls,diversify livelihoods, and reduce the sector’s exposure to reef degradation caused by bleaching and reclamation
Together, these approaches would multiply export revenues, align economic development with ecosystem recovery, provide alternative livelihoods for those displaced by habitat loss, and position the Maldives as a responsible supplier within a multi-billion-dollar global market. They would also reinforce the natural capital,healthy reefs,that underpins the far larger tourism economy and provides essential coastal defence for a low-lying nation.

The regulatory foundation, technical pilots, and market opportunity already exist; decisive action is required to seize them
